Congress policies have always been pro-people, good governance, public accountability. It is Congress which has taken the issue of corruption seriously. At various forums Congress General Secretary Rahul Gandhi has been articulating his views on the subject. He has said that corruption is standing in way of fast development of the country. Benefits of development are not reaching the poor because of corruption. The party understood the urgency of the matter. It is noteworthy that the government focused on substance rather than on procedure. It did not let procedure take the form of substance. Even without any precedent it sat with civil society members to draft the Bill. Thus the exercise was to have an efficacious Bill. With that objective in view Congress government appealed others not to put conditions and pre-conditions which might obstruct the basic object. Secondly such conditions should not become a substitute for artificial or hypocritical decision-making without candor and therefore, this balancing was important. This required statesmanship and maturity from every stakeholder.
